Former military president General Ibrahim Badamasi Babangida has described President Muhammadu Buhari as an excellent leader and a role model whose personal qualities are worthy of emulation by young and aspiring politicians in the country.

This was contained in a congratulatory letter by the former Head of State to the President ahead of his 76th birthday.

President Buhari will turn 76 on Monday, December 17.

General Babangida, in his message, said:

“As we get over our mid-seventies, we can say with all sense of modesty that we should celebrate every birthday anniversary with prayers in order for us to thank Allah for all the blessings and the bounties He showered upon us.

“It is only fair that we pause and reflect in our own different ways on all the life’s challenges we face day by day and the positive strides we have been blessed to attain.”

He added that “a typical day in the life of a Nigerian President requires faith, poise, patience, tenacity, experience, strategic thinking and quality character for one to get through it.”

General Babangida stated that Mr Buhari has been “an excellent role model to many young aspiring politicians and even to the not too young, because of the way and manner you have managed to sustain the survival of our country as an indivisible one nation albeit in the face of many daunting diversions.”

The former leader was positive about the Buhari administration, citing and commending the president’s signature anti-corruption campaign.

“You achieved great success in the fight against corruption, terrorism and other forms of insecurity in addition to getting our country out of economic recession.

“It is heartwarming that at 76, in spite of the numerous onerous challenges of leadership, you have managed to remain focused and have shown tremendous energy and vibrancy in running the affairs of state with your acknowledged patriotism and commitment to serve our nation diligently with honesty and sincerity of purpose.”

“I wish to congratulate you for all the achievements you have recorded in your lifetime and particularly for your humility, deep sense of honesty and faith you have shown in the various aspects of governance, politics and democracy as our President.”

“I join the first lady, Aisha and all your children and grandchildren in wishing you many happy returns of your birthday. Aisha’s loyalty and support, as the home front commander, is invigorating since by our age we require much comfort, care and affection at home. VIOLATING THE LAW
The procurement irregularities by the BCDA are a violation of federal contracting provisions, and were even acknowledged by the agency’s executive secretary who told PREMIUM TIMES he had no scruples blurring procurement regulations to “support small or upcoming firms” who may otherwise have been unable to secure contracts on the accounts of insufficient personnel, finances or other regulatory constraints.

But the Public Procurement Act (2007) does not permit federal agencies or their leaderships to manipulate laid down rules in favour of any segment of the society.

Section 23 (1) of the law says, “Where a procuring entity has made a decision with respect to the minimum qualification of suppliers, contractors or service providers by requesting interested persons to submit applications to prequalify, it shall set out precise criteria upon which it seeks to give consideration to the applications and in reaching a decision as to which supplier, contractor or service provider qualifies, shall apply only the criteria set out in the prequalification documents and no more.”
By listing companies that have no annual tax turnover of N50 million in 2015, 2016 and 2017, the BDCA is in violation of extant procurement law.

 


The law did not enumerate the requirements an agency must list for contractors, but it strictly emphasised that once an agency set its requirements in a public tender process, it must play by that rule till the end of the process.

No amendment or discretion could be exercised in the middle of the process.Nigeria’s public procurement processes have for years been dogged by abuses and violation of the enabling law.

But coming under an administration that promised to bring sanity into public service, including procurement process, the shortlisting of unqualified firms by the BCDA could further dampen the hope of anti-corruption campaigners that President Muhammadu Buhari’s government would be different.

“The fight against corruption is more potent when it is effective at the prevention stage,” anti-corruption activist, Lanre Suraj,  “The public procurement in Nigeria is reputed to be responsible for 70 percent of corruption that has taken several trillions of naira into the hand of fraudulent individuals.”

Junaid Abdullahi, executive secretary of the BDCA, told PREMIUM TIMES the agency used its discretion in giving special concessions to some firms in violation of the law.

“We cannot be demanding a tax clearance of N50 million per year from a company that is small and bidding for contracts of N2 million, N5 million,” Mr Abdullahi said. “As long as it is done across board and no one is excluded” from benefiting from the relaxed rules.”

When reminded that the eight contracts scrutinised by PREMIUM TIMES ranged between N120 million and N250 million, Mr Abdullahi struggled to muddle up the matter, saying this newspaper was referring to a separate tender, a false claim he held on to despite repeated clarification by this reporter.

Mr Abdullahi, son-in-law to President Buhari, was not the head of BDCA during the controversial prequalifications. He assumed office towards the end of October following his appointment by the president, but has carried on with the flawed process.

 

Mr Suraj said those involved in prequalifying companies without due tax documents should be prosecuted for violating procurement regulations.
“If someone can breach what has been clearly and publicly listed as requirements in the invitation to tender, then the person should be arrested and prosecuted,” Mr Suraj said.

“You cannot change the rules midway into a bidding process, it is a criminal offence to violate the Public Procurement Act in such a manner.”The anti-corruption campaigner said federal lawmakers who nominated a large chunk of projects being executed by the BDCA are often responsible for nomination of contractors.

TRYING THEIR LUCK
A spokesperson for Ferab Hilltop Nigeria Limited, which has an annual average turnover of just N1.2 million, told PREMIUM TIMES the company knew it might not qualify for the project based on set out requirements, but tried its luck nonetheless.

“We bidded for so many things, even when you know that you do not have everything, but you could still try your luck, this is Nigeria,” the Ferab representative told PREMIUM TIMES by telephone. He declined to give his name.

“We have a lot to do and we do not have enough time.”

Great Jubilation In PDP Camp, As Strong God Father Receives The Greatest Commendation Ever

The Governor of Enugu State, Rt. Hon. Ifeanyi Ugwuanyi and the Deputy President of the Senate, Senator Ike Ekweremadu, have been extolled for the political peace and development strides in the State.

The commendation came from various speakers at the fundraising dinner in Enugu organised by the Peoples Democratic Party (PDP), Enugu West Senatorial District, to support the party’s candidates for various offices in the 2019 general elections.

They noted that unlike previously, Enugu was heading into a major election without crisis.

The Chairman and Chief Executive Officer of RICO Groups, Sir Eric Chime described both leaders as agents of peace, political stability, and good governance in Enugu State.

He observed that the synergy between the state government and the state’s federal lawmakers had translated to massive grassroots development in Enugu State.

He said: “The synergy and sincere brotherhood shared by Governor Ugwuanyi and Senator Ekweremadu has brought peace, unity, political stability and good governance to our State. Enugu State has witnessed purposeful, responsive leadership and massive infrastructural development, which have uplifted the living conditions of our people.

“This is exemplified in all sectors- economy; road infrastructures, water projects, health, education, among others. Our choice is to support them to continue the good work because we cannot change a winning team”.

Also speaking, the Zonal Chairman of the PDP in Enugu West Senatorial District, Ozo Okey Ozoani, said both men had given governance a human and for being youth and sport-friendly.

“I will not end this speech without mentioning the Governor’s impact in sports development, which has earned the Rangers International both the league title and the AITEO Cup in the last three years”.

“In the same vein, Senator Ekweremadu has also committed himself to sponsoring of the annual youth sports competition, which has also contributed immensely in enriching the Rangers International feeder team and development of various sports talents”.

Shocking Uproar, As Osinbajo Breaks Silence, Finally Opens Up On The Subsidy Controversy

Vice President Yemi Osinbajo has finally broken his silence on the controversy currently trailing the removal of subsidy from fuel.

Nigerians have been lamenting following the announcement of the deregulation of the oil sector, which jerked the price of the product from N86 to N145 per litre.

Reacting to the development, the Vice President stated that the best thing that could happen to the nation was the bold step taken by the President to remove subsidy from the product.

In a statement issued on Friday, Osinbajo explained why the presidency decided to take the ‘harsh’ decision, which would eventually benefit Nigerians.

His statement reads in full:

“I have read the various observations about the fuel pricing regime and the attendant issues generated. All certainly have strong points.

“The most important issue of course is how to shield the poor from the worst effects of the policy. I will hopefully address that in another note.

“Permit me an explanation of the policy. First, the real issue is not a removal of subsidy. At $40 a barrel there isn’t much of a subsidy to remove.

“In any event, the President is probably one of the most convinced pro-subsidy advocates.

“What happened is as follows: our local consumption of fuel is almost entirely imported. The NNPC exchanges crude from its joint venture share to provide about 50% of local fuel consumption. The remaining 50% is imported by major and independent marketers.

“These marketers up until three months ago sourced their foreign exchange from the Central Bank of Nigeria at the official rate. However, since late last year, independent marketers have brought in little or no fuel because they have been unable to get foreign exchange from the CBN.

“The CBN simply did not have enough. (In April, oil earnings dipped to $550 million. The amount required for fuel importation alone is about $225million!).

 

“Meanwhile, NNPC tried to cover the 50% shortfall by dedicating more export crude for domestic consumption. Besides the short term depletion of the Federation Account, which is where the FG and States are paid from, and further cash-call debts pilling up, NNPC also lacked the capacity to distribute 100% of local consumption around the country. Previously, they were responsible for only about 50%. (Partly the reason for the lingering scarcity).

“We realised that we were left with only one option. This was to allow independent marketers and any Nigerian entity to source their own foreign exchange and import fuel. We expect that foreign exchange will be sourced at an average of about N285 to the dollar, (current interbank rate). They would then be restricted to selling at a price between N135 and N145 per litre.

“We expect that with competition, more private refineries, and NNPC refineries working at full capacity, prices will drop considerably. Our target is that by Q4 2018 we should be producing 70% of our fuel needs locally. At the moment even if all the refineries are working optimally they will produce just about 40% of our domestic fuel needs.

“You will notice that I have not mentioned other details of the PPRA cost template. I wanted to focus on the cost component largely responsible for the substantial rise, namely foreign exchange. This is therefore not a subsidy removal issue but a foreign exchange problem, in the face of dwindling earnings.”

Unbelievable! Shocking Way President Buhari Built His First House

Details of how President Muhammadu Buhari applied and got bank loan of N260, 000 to build his first and only house in Kaduna, have emerged, with some Nigerians questioning whether his Spartan life of 1984 when he served as head of state is still the same as the current Nigeria’s president.

The bank document shows clearly that Buhari had resorted to taking a bank loan to be able to build his first house in Kaduna, having not been able to raise enough cash for such a project through all other means.

After applying for the cash, which came with interest, Buhari, a Major General in the army at the time, accepted all the terms and conditions imposed by Union Bank, which provided the N260,000 loan to him and laid out the conditions attached to the offer.

In the loan document dated June 1, 1984, and addressed to Major General Muhammadu Buhari, Head of State and Commander-in-Chief, Dodan Barracks, Lagos, the bank made it clear that the loan was approved for the building of his house.

The letter signed by one M. D. Yusif, who was the manager of Union Bank at the time, the bank said: “Dear sir, we are pleased to advise that the bank has agreed to renew your facility as follows: Building Loan-N260,000, has been marked for review on the 2nd of March 1985 but in accordance with the normal banking practice; it is repayable on demand and subject to review or withdrawal at any time the bank’s option.

“Interest will be charged for the time being, at the rate of 11 percent per annum with monthly rents. Commission on turnover will be charged at 20 percent.

“The facility has been renewed subject to the following conditions: All the security items have been holding before now continue to support this lending and ordinary account should be kept strictly on creditor’s basis while loan outstands.

“Kindly signify your acceptance of the terms and conditions of the renewal by signing and returning the duplicate copy of this letter,” M. D. Yufif, said.

But as it appeared that Major Gen. Buhair was desperately in need of the loan, he quickly signed and returned the letter to Union Bank, which immediately released the cash to him for the building project in Kaduna.

Although this gesture has given out Buhari as a man of Spartan nature, many Nigerians are unconvinced if he would have take the loan today, given that he has made a lot of money from being the president of Nigeria for almost four years and surrounding himself with people who are said to be money-conscious and ready to do anything to get rich quick.

However, those who claim to know Buhari very well, praised him for his Spartan nature, saying he remains the same man that he was many years ago despite presiding over billions of Nigeria’s cash.

A Kaduna-based politician, Aliyu Musa, who claims to have know Buhari from childhood, told newsmen in Kaduna on Friday that Buhari remains incorruptible despite all the posts he has held and the passage of time given his austere background and fear of God not to dip his hands into public till.

“We, who are Buhari’s friends, are proud of him and we will continue to vouch for him as an honest, contented and sincere leader who is not driven by ill-gotten wealth and that is why he went for commercial bank loan to build his first house instead of looting the public treasury as most leaders would have done.

“We know that despite being Nigeria’s president at a time when everybody wants to steal and enrich themselves, Buhari will remain steadfast to his creed not to steal a kobo from the peoples treasury,” Musa stated.

But second republic lawmaker, Junaid Mohammed, told Saturday Vanguard that Buhari might not be corrupt by taking money from the public till but has thrown himself into the ring by surrounding himself with questionable elements, who do not believe in his anti-corruption war.

“We want Buhari to do away with nepotism and retainer ship of a cabal that does not work in the interest of Nigeria because corruption extends beyond stealing public funds to conferring undue advantage on a particular set of people and tribe at the expense of other groups,” Junaid said.

Crisis! Aso Rock Unstable, As Group Sets To Tear Buhari’s Plan Apart

President Muhammadu Buhari’s plan to present the 2019 budget proposal to the Joint Session of the National Assembly on Wednesday may not be achieved.

This is because of a four-day warning strike to be embarked upon by the Parliamentary Staff Association of Nigeria (PASAN)

In a letter of notification sent to the leadership of the National Assembly on Friday, the association stated that all its members would stay at home for four days beginning from Monday.

The letter signed by the association’s chairman, Musa Bature Muhammed, reads:

“Sequel to our earlier notice of strike action as contained in the Communique dated 29th November 2018, the Congress of Parliamentary Staff Association of Nigeria (PASAN), National Assembly Chapter, unanimously resolved at its emergency Congress held on 14th December, 2018 to embark on a 4-day warning strike commencing from Monday, 17th to 20th December, 2018.

“By this notice, be kindly Informed that the entire Members of PASAN shall stay off their respectlve duties on the above mentioned dates”

In a letter to the National Assembly leadership, President Buhari had last Thursday hinted that he would be at the National Assembly on Wednesday to present the 2019 budget proposal before the two houses of the National Assembly.

Buhari’s letter had read: “May I crave the kind indulgence of the House of Representatives to grant me the slot of 11 hours on Wednesday, 19th December, 2018 to formally present the 2019 appropriation bill in a joint session and lay before the NASS the 2019 budget proposal.”

President Muhammadu Buhari on Saturday declared that the war against Boko Haram “is a fight to the finish”.

Buhari made the declaration while addressing the extraordinary summit of Heads of State and Government of the Lake Chad Basin Commission and Benin in Abuja.

The President lamented that the Boko Haram crisis had worsened the already bad situation in the Lake Chad region.

He lamented that the “Lake Chad region has suffered decades of neglect and poor infrastructural development.”

Stressing that the neglect has been worsened by Boko Haram attacks, Buhari called for cooperation from the leaders to tackle insurgency.

He stressed that “the time has come for the evil of Boko Haram to be brought to a definitive end.”

Buhari urged the leaders to “remain resolute and committed in our collective efforts at attaining peace as well as eradicating terrorism and violent extremism from the sub-region”.

“The time has come for the evil of Boko Haram to be brought to a definitive end.

“I am sure that this summit will take the right decisions in this regard. This is a fight to the finish. We must, and we will, by the grace of God, wipe out terrorism from our sub-region,” he said.

The Fire Has Begun! Buhari’s Right Hand Man Pleads With House Of Assembly To Turn The Other Cheek

The Senator representing Borno South, Ali Ndume, has pleaded with his colleagues in the Senate and House of Representatives not to boycott the 2019 budget presentation by President Muhammadu Buhari.

Ndume told the News Agency of Nigeria, NAN, on Saturday in Abuja, that if the comment credited to the Minister of Budget and National Planning, Mr Udoma Udoma, on the budget was true, it was unnecessary.

Some members of the House of Representatives had on Thursday threatened to boycott the budget presentation over reports that the minister blamed the National Assembly for delaying the process.

President Muhammadu Buhari had on Dec. 6, in an executive letter, announced that he would present the 2019 Budget to the National Assembly on Dec. 12.

However, as at Dec. 13, when the Senate adjourned plenary for the week, no letter to that effect was read at plenary, creating uncertainty around the presentation before the National Assembly adjourns for the year.

Ndume, who is the Chairman, Senate Committee on Establishment and Public Service, urged his colleagues to reconsider their position in the interest of the nation.

PDP Gov Goes On A Rampage, Executes Shocking Decision

Governor David Umahi of Ebonyi State has sacked the Board Chairman of the Ebonyi Broadcasting Corporation (EBBC), Mrs Patience Ogodo.

Mr Emmanuel Uzor, Umahi’s Chief Press Secretary, who issued a statement to NAN on Saturday, said that the sack was sequel to Ogodo’s suspension as a member of the Peoples Democratic Party (PDP) Board of Trustees.
Uzor alleged that PDP’s National Executive Committee (NEC) had suspended Ogodo for acts inconsistent with her mandate which included: absenteeism and other anti-party activities.

”Consequently, Ogodo is directed to hand over all government properties in her possession within 24 hours to the closet person on the board.
”The governor wishes to stress that Ogodo’s suspension was in affirmation of the PDP’s NEC which tried and found her guilty of anti- party activities and other sundry actions.

”This was unbecoming of a board of trustees member from a highly disciplined party like the PDP as it acted in line with the party’s constitution,” the statement read.

The statement further stated that the governor wished her well in her new political journey.

Umahi entered public service in 2007 as the acting chairman of the Ebonyi State chapter of the People’s Democratic Party. From 2009 to 2011, he served as state chairman of the party. During that term, he served a year on the governing board of the Federal Medical Centre in Asaba as its chairman.

In 2011, Umahi became deputy governor of Ebonyi State on a ticket with Martin Elechi. In 2014, Governor Elechi supported Onyebuchi Chukwu, Minister of Health, as his successor, which Umahi stated violated an understanding that he would take that role. Umahi defeated Chukwu in the primaries. The remainder of Elechi’s term was chaotic, with arson hitting the House of Assembly in February 2015 and motions taken to impeach him later that month over alleged unconstitutional gross misconduct, misappropriation of funds and anti-party activities.

Umahi was elected to the role of Governor on 12 April 2015 in an election that has been challenged by the Labour Party, All Progressives Congress and All Progressives Grand Alliance on the basis of “widespread irregularities, killings, and wanton destruction of property”. In October 2015, the legitimacy of the election was upheld by the Governorship Election Tribunal.

The Senator representing Kaduna Central in the National Assembly, Shehu Sani, has praised President Muhammadu Buhari for admitting that the country’s economy is bad.

Shehu Sani noted that it was a rare thing for a President to make such admission few weeks to the general elections.

President Buhari, while challenging state governors to redouble efforts in addressing infrastructure deficiencies in their respective states, yesterday, noted that the nation’s economy was bad.

Buhari said this at a closed-door with the 36 State Governors of the federation in Abuja.

Senator Sani tweeted on Saturday, that “President Buhari admitting that the economy he manages is in bad shape is an act of honesty and courage to tell the truth. Many will lie for votes.

“I don’t know of any President in history or anywhere around the world who will make this kind of statement two months to general elections.”

Under President Olusegun’s administration Sani was appointed as a member of the African Union African Peer Review Mechanism, Member of the United Nation Reform Committee, appointed by Nigerian President as a Member of the Presidential Committee on Prison Reforms, Presidential Committee on the Control of Violent Crimes and Illegal Weapons, Presidential Committee on Petroleum Products Prices, Presidential Committee on Conflict Resolution,

Member of the Niger State Judicial Commission of Inquiry, Member of the National Political Reform Conference, Member of the Charles Taylor Investigation Committee, also appointed by the Nigerian Government as a Board Member of the Nigerian Extractive Industry Transparency Initiative (NEITI). Sani was a Member of the Presidential Committee on National Security and Civic Responsibility.
