Julia Budzinski was tubing on the James River in Virginia when she reportedly fell in the water and was struck by a boat propeller. The Virginia Department of Wildlife Resources confirmed to The Sun two children were floating on the river in a tube pulled by a boat on Saturday with family and friends.
